hate to contradict, but if odd number of teams and picked balanced, you do need IL games to make it work. i'd keep series length the same, since tht is what will be used to fill in gaps for the "odd" team out any week.
too much time... but almost certaainly an incompatible combinations of settings and context caused such things in the past.
Whenever you make a change and regenerate scheduel -- do so in preseason or ST, whichever it is allowed... but well before any real games played.
then go into schedule and click 'available actions' and find ... either the report:grid or the evaluation, i cannot recall which is the more helpful here... but one will show each division and their number of H/A games etc... can see in summary at top, then by team... easy to see numbers mismatching.
if it continues to not schedule the number of games you entered in settings, change other settings 1 by 1 until you deduce what is causing it. keep re-generating and re-chacking evaluation (or report:grid)... there's 2 similarly labeled options, won't take long to figure which i am describing.

OOTP does not have the ability to create interleague schedules. Nor can it create unbalanced schedules. If you select the option for interleague games and you get a schedule with interleague games, it means their was a matching schedule available among the many schedules that come with the game. You can check the many different schedules OOTP offers by looking at the "import from file" menu.
