Regarding point 5, you can already have fielders work on a new position by giving them starts at this position in spring training. Rate of progress is greater in spring traning than in season. Pitchers addind new pitches is totally random though and I don't think spring training helps in any way.

Regarding point 6, you can already do that by adding a new tournament/league in the off season and sending players there so they play more. No idea if it helps/stunts their dev.

Regarding point 7, you can already do that in a quick and dirty way by severly limiting the pitch count/batters faced of guys in the 6-man rotation for the first few weeks. The game will then go to the long relievers and they'll pitch more than if you had your starters pitch the standard spring tranining of 2-4 innings per start. I'm not so sure this is a great idea though since the only time I've done that, all my starters struggled for 1-2 starts at the beginning of the year, as if they were pitching cold from the off season/injury. Maybe completly anecdotal though.
