Yeah each team in 1968 has 4 minor league teams.
The expansion wizard creates 4 minor league teams into each existing system.

I'd say at min you have to get 240 player
25x3 minor league team = 75x4 teams = 240

The only thing i can think of is UNRETIRING a 100 players. Changing the Finances of the exansion teams and hope they start signing whatever they can to compete.
