Actually they said "Rating" of stealing but your interpretation of what they meant at least makes a bit more sense.
But mostly I find that they (the person who wrote Rating when perhaps they meant rate?) seems to have a profound, stubborn, and perhaps unfixable confusion about how the game actually works and what these things mean. Not to mention what seems like an unhealthy fixation.
