I think I've heard it posited that players with speed rating much higher than stealing rating could be a liability because the AI would lend them an overconfidence in their ability to steal relative to their raw speed, so they'd be thrown out a higher rate because of this hubris. Thus, you wouldn't target high-speed low-steal players in Perfect Team. But the OotP manual seems to suggest that speed means raw baserunning speed (likelihood of stretching a double into a triple for example)
