I've seen it posted that on or not dev takes over when RL stats run out. I have also seen posted that when RL stats run out the player is finished. I have not tried this. However dev on is default setting even with recalc on and this allows for the possibility of longer than real life careers.

First screenshot is real life, second and third are in game. Game settings were 3 year recalc no weight dev on.
