Lowest rookie league?
So, i've been making custom leagues and noticed the 'lowest' of any tier was not uniform. It correlated to alphabetical order of city name.
Could this be changed so that it is uniform which is viewed by every team's AI as the lowest level for that tier (AAA-AA-A etc..).
as it is now, it pools players in different leagues per tier randomly by alphabetical order of any 2+ city names at one level, which might be good?, but makes it more difficult to use rules. Rather the pooling happens at one level so it can be affected in a uniform way with a rule(s).
if you try to make one a lower level, like high a/low a, it would also help to have the lowest 'a' teams to be in the same league. easy to predict where they will enter/pool at, then adjust.

the whole of how the AI fills rosters really needs a re-vamp. So many options to fill holes and none of them are used. if the draft and hand-fed discoveries etc don't fill it, it doesn't work well. then, it is overfilled to cover for worst-case scenario... yet, no pruning of rosters occurs, either. might as well jam it full and try to ignore it for best results, but then you have a few good players developing in rookie ball for 5-6 years sans rules until called up to the majors and that's not optimal. It does very little and it seems like it is pretty bad at filling teams/roster management and definitely hard to work with using any rules.... not so good with promotions, either, if we are going into it, lol.
when i try to apply an age rule to the lowest league (fixed for uniformity by appending R1, or R2 in front of city names), It does not handle it well. A large chunk of younger players moved to the other level after asking AI to handle minors.
When i added a minimum age, a good chunk the players that started out i the lowest level as i added these simple rules one at a time and asked a different team to set up minores, were promoted/scattered. Talking about players with ~10-20 contact at best... definitely not deserving of a promotion when AAA-S A is fully stocked.
about promotions and such... regardless of settings and other options... have a list of 'preferred' players per team above certain potential (keeping it simple here) that always get matched to a level commensurate with their skill level. then however the settings are after that around the 'true' prospects. 10-20 players above 40/80, 30/80? whatever doesn't create massive issues resulting in unnecessarily large roster sizes at a particular level to fill a team out or make AI do odd things.
the ai starts doing odd things with rules in place... i find underrated players on teams with more players than they need and plenty of room on rookie teams... in fact if i change a rule and go back to same team and ask AI to setup mil, it keeps pushing more players up... 40 players at A1 and A2, several are 18years old and have no business being there and no reason for being there with plenty of room where thy shoudl be, which dwindled from 22 and 27 on average to ~15 in each R1 R2 with rules that should not have forced players upward.
This is opening day before draft. I then simmed to draft and removed the miniumm age from the 'upper' rookie league as that helps.. but still just really really perplexing results... and any adjustment to rules, then asking AI to adjust will cause more players to be promoted to crazy levels.
2 images, one sorted by contact for AAA-A ball, then all by age ascending. Nearly all have little exp, if not 1 year, nearly all upper level teams have better options with older players readily availabe. Because i changed a rule and tod this time to adjust, it either cut some players or promoted what was lost from the lowest levels, which at one time had plenty of players -- so, it does prune rosters! lol, just not at a good time or for good reasons. it doesn't even try to be smart about it... Can't work with it very well, either.
