To each their own, but I never use Commissioner Mode for evil (like forcing trades). I do always have Commissioner Mode turned on for my modern day game. Some of what I use it for:

In previous versions, I've had to use it to compensate when there was something in the OOTP model way out of whack -- like a run of a few versions where P's would typically fail to move a runner over around 90% of the time, but most of these issues appear to have been slowly but surely corrected by OOTP22.

For #4 I'd say it's unnecessary because you can promote/demote in between games anyway.
