Ok, so I have everything back to normal again. It took an uninstall, rename old steam folder, reinstall, Then I had to import my online league from 21 to get that back, and then installed all my 22 franchises from backup, copied my stadium files over, sounds, jerseys, hats, logos, and images.

So, whatever file was corrupt would not repair itself and even after uninstall was still there in the parent folder. So until I changed the name of the old folder to corrupt and installed the game fresh, it did not fix the problem.

I am now back to normal but it took a whole day to get back to where I was before the patch. That was painful.
