Can't speak for the original poster, but I've set age limits in my saves (21 for the major league, and then different ones for each minor league). While teams no longer promote anyone below the age limit, it's because they've released everyone in the organization who is below the age limit.
So if I set the age minimum to be 21, every minor leaguer under 21 is released tot he FA pool. It's as if the major league age limit applies to every level, even though those minor league limits were set up to include guys under 21.
