Run a test leagues and see how you like it... I think they have a quickstart promotion/relegation league.

I made all of my leagues the same 10 skill level... I wanted them to be able to compete in the new league after promotion... could be the wrong way to do it, but it has worked for me so far.
League reputation probably means how closely the league is followed in the universe (the leagues' importance?). 10 would be major leagues, 7 is Triple A, 4 is Double A, and 1 would be Single A. I think that's what those ratings mean.

Through Low, txranger and some other uniform makers on this forum, I'll be able to get enough uniforms for the names of the Game of Thrones teams that I want. I'm sure that you could make me a small number like 2 to 3 sets if needed.

I think I'll do 24 teams, and have 4 leagues of 6 teams each. Or 3 leagues of 8 teams each. If I do 3 leagues I can set the reputations at 10, 5 and 1.
