Don't think you will get the graphics folks here to do that many teams... and I can't do that many teams for you... you need to pick some from the League of Throne thread I posted for you... my preference is 16-20 teams... easy to administer and cover... and easier to find good graphics, which very important to me... it is 50% of my game enjoyment.
I have never tried the 10-7-4-1 promotion/relegation that way... it may work very well... there must be a good reason Markus designed it that way... maybe I should try it.
Run a test leagues and see how you like it... I think they have a quickstart promotion/relegation league.
I made all of my leagues the same 10 skill level... I wanted them to be able to compete in the new league after promotion... could be the wrong way to do it, but it has worked for me so far.
