Yes, I too don't think the reward is worth "wasting" an extra 1,000PP to get them.
I am not sure if anyone else saw this however, the first 5-6 packs I opened the day following the release of the Silver Packs, I starting seeing a higher than normal amount of Silver rated cards in my standard packs. After that short period, the Silver cards "dried up".
Early on, I bought a handful of Historical Packs which were a huge disappointment so I don't plan on doing that again unless I am sitting on so much PP that I don't want to open a ton of standard packs.
As for Gold Packs, I have only opened the ones I have earned either from Challenge Mode or from completing Missions, and I have no plans on purchasing any of those.
Compared to past versions of PT, I am having "better luck" with the Standard Packs in PT22 so I plan on just buying those from now on, when needed.
I have been lucky as of late and between acquiring a decent amount of Tournament Award Standard Packs and getting Drop Packs, I am getting a "steady income".
As for the Keystones' current season, they were about a .500 club until picking up Heavy Johnson. Since then, I changed out a few players who weren't playing well and we are currently looking good going into the Stone 102 Playoffs.
I am having alot of fun seeing some of my starting Bronze and Silver rated players tearing it up against opposing team's High Diamond Rated players!
