Would you report them? I'm probably not because they're in my division and I appreciate the free points (a lot of shutouts, one a 17-0 thrashing). But like this guy can't possibly be trying. Or he's an idiot. I dunno.

Not sure what level you are referring to? If the team is losing in Rookie then they started a team and is not trying. You need to look at the team history.. If they won in prior seasons and are losing then you should report to devs.
Anything suspicious should probably be reported and let the devs figure it out.
