Then why don't you spin off several of the teams in the IPA into a different league? Take the teams who have never won a Pro Cup and put them in one league, and keep the ones that have won in the IPA. Then create an association, and go from there? That might help, I think. If memory serves me correctly, roughly half the current IPA teams have never won a Pro Cup, if not exactly half. Then you could have a promotion-relegation-type thing present for all 64 teams, and see what happens.
That would probably make things much more interesting in the IPA, if done well enough. Sure, it would mean that you'd have to cover two leagues instead of one, but you could perhaps find it easier to cover teams in those leagues better. Especially if you do like you have in the past with your recreational leagues. You could alternate between both leagues in terms of what you cover, just like you have in the past with the North and South Island leagues you've reported on.
Or you could just start possibly contracting teams, saying certain economic troubles or some other things have recently happened in the Islands, to make such things possible, somehow. That might make things much more interesting in the IPA and/or the Islands for many people, whether here on the forums or in Ruthlandia and/or Tycobbia themselves.
These are just a few possible suggestions that I now have for you that you may or may not want to consider here, EC. Take them or not as you will, just as you may or may not have taken my suggestions at other times as well, of course, and do what you wish and can with them, in any case.
