I don't think that is the case, since many times if I write down the trade beforehand and then re-suggest it after the Accepted/Expired message, it goes through normally.

Also, this didn't start happening until I picked the game up again this month. I had run into the circumstance you talk about, but only maybe once or twice a season. Now it happens with about 80% frequency, and I am the kind of GM who is always looking to make moves in my minor system, so I am getting dozens of these a season.

I'll double check the next time I run into the message, just to be sure, and post the result here.
