How do I get the stats output to be similar at all levels?

I've been playing around with it and always my minors and feeders come in with significantly higher ERAs.

I've checked all the appropriate boxes. I filled the team with fictional players so all teams have the appropriate amount of pitchers. I set all levels with the same league totals and i auto calc to modifiers.

Could it be the sabremetric creation modifiers? I doubt it but the modifiers are tiered down.

My MLB gets 4 ERAs
My Minors gets 6 ERAs
My feeders get 8-9 ERAs
