To be fair, they did not have the technology to measure it until the mid-2000s when Sportvision sank the money into mounting cameras into stadiums and began to convince teams that the data could be useful.
The data was not made publicly available until the early 2010s.
It takes a very precise digital camera that can take hundreds of photos a second in high resolution to be able to measure it.
It also takes miniaturized high-resolution radar to measure the spins.
That was not available cheaply on a commercial basis until about 8-9 years ago.
