Some of the AI scouts must figure it out. I had several trade offers for Moises Alou when he was in AA and my scout rated him 0.5 star current and 1.5 star potential.
I kept him because of real world knowledge. I like to see familiar names but do things to reduce the effect of real world knowledge. One is to have average spending less than league average. Another is to not retire players according to history. I think that's not enough though. I wish there was a "Help AI" switch.
