22 years into the game, and the documentation and in game help as not been updated to assist with these basic questions.
You will find yourself spending hours TESTING yourself and finding things out like, oooops POTENTIAL means nothing for players over 30.
Try it....go into commish mode....set a player over 30 wiht 250 power.....
