If it doesn't then I don't know what the purpose of coach focus would be.
Granted, learning pitches is probably still 90% RNG, but maybe what TYPE of pitch learned is influenced.
I think in the "old" model (i.e. 20's), Teaching X + Handling Y "created" the development rating.
If you notice, the "Handling Y" stuff is gone, and we have "Development". So that tells me that "Teaching X" still has something to do, and that's my best guess based on what else there is to influence and the focus skills on coaches.
Edit: Seems that HC and PC do well in "Teaching X", which further makes me think it interacts with their focus. BN on the other hand seem to be all over the place in "Teaching X"
