I had an issue where the game would hang with the "this program is not responding" message when creating a new game on windows 10. After reinstalling/ restarting / cleaning things up it would not go away. I then discovered that while it was 'hanging' a sqlite database file was growing in size. A few minutes later the game finished being created and all seems good. So if your game is hanging, go get a cup of tea and see if that resolves the problem....
