Click on the "file" and go down to "settings" and under the far left column "Interface" make sure "display mode" is set to "windowed" and make sure "window size" is set to "Maximized". At first this did nothing but I happened to exit the entire program and then re-enter the entire program and then I maximized my windows screen clicking on the box in the upper corner and when I reopened my game and checked on the stadium again and it was now full screen. I did, however, first load into a stadium mod from OOTP BB 21 and try it first and it worked for that stadium too. Very frustrating til I stumbled into this fix.
