Having a similar issue so thought I'd post here instead of making a new thread and clogging up the subforum.

So the game seems to work fine on my computer (mac running most-recent OS updates), but when I connect external monitor and try to play the game on that screen I get the same weird zoomed in issue, but it happens even if I'm not in full screen mode. If I drag the OOTP window back to laptop screen it's normal again though. Screenshots below of what it looks like on my laptop and on the external monitor.

Never had this issue with OOTP21 as far as I can recall. Oh and I can't click anything on the zoomed-in window

edit: embedded images were obnoxiously huge and i couldnt see how to attach so just included links
