Position Training Eligibility

I am confused about why so many players can be trained up at so many positions, given the announced criterion of 10% games played in real life.

For example, I have 4 pitchers who can train up at shortstop (all 2021 MLB Live: Nivaldo Rodriguez, Dennis Santana, Bryse Wilson, Miguel Yajure). I checked B-R, and Santana played SS his first year in the DSL Rookie League, but none of the others have played anywhere but pitcher as pros.

For another example, I looked up two catchers who can train up at shortstop but whose only default position is catcher (2021 MLB Live: Jose Trevino and Meibrys Viloria). Trevino was an infielder through his first MiLB season in 2014, when he started 22 games at 3B, 7 at 2B, and 1 at SS. That (and 0.1 IP at 1B) is his only pro infield experience; Viloria has none.

I'm sure none of these players would train up well at shortstop, but why is their "T6" column "Y" at all? Is this a bug, or did I misunderstand the eligibility criterion?
