If you are using relative ratings you may not see many players over 3 star. For the most part 3 star is meaning above average MLB player.
Any 5 star players you would see in the draft would be near superstar potential which may not be in many drafts. If you are looking for higher stars, I think removing the relative ratings should give you the appearance of more 5 star players.
