The other 15 percent is made up of a few yearly ringers tossed in only 1 HOF per season. Franchise's are small to mid market. Tucson, New Orleans, Wichita, Omaha, Tulsa, Bowling Green, Louisville, Akron, Indy and Beloit with goal expanding to 30 teams by 1998.
