i'd prefer they are created upon importing of your older game. That way they will be in the pool and the GM can choose which he/she feels best serves the team. i think if you leave them out, and have players enable them later, the feature may never get used by a percentage. Rather have them import, or be created when the game start, but have an option not to use them if you don't like the idea.
