according to Baseball-Reference:

Abreu - Signed by White Sox 10/29/13 as amateur FA
Devers - Signed by Red Sox 8/9/13 as an amateur FA
Torres - Signed by Cubs 7/2/13 as an amateur FA

so to have them appear in the 2013 FA draft is accurate.
