It's the "Minor League System Report" and can be found at the bottom of the pull-down menu under "Reports & Info" under your team menu.
Also under "Roster & Transactions" you'll see green arrows and red arrows next to certain minor league players on various affiliates which indicate the same thing (overmatched or ready for next level).
