Hi i have had this issue in past but cant figure out why i have it now. I am playing in GB the NIHL and have 20 dressed- 2 gk, 4 ld, 3 rd, 4c, 3 lw, 5 rw. not dressed i have 1 c, 1 lw and 1 rd. I have bought up player from feeder teams, changed peoples positions, has ai setup organization but still i have a not enough skater warning and cannot progress.

please help as im stalled and out of ideas.
