I've seen a number of different scenarios related to the free agency period. Most of the time, player demands will drop if no team meets their demands. That is likely what is happening in your case with Simmons.
The other situation I've seen is that a player wants to start a bidding war so they lower their demand to see what teams are really interested. This is likely the case for Simmons since it's only a week into free agency. If it was a week before spring training started, that would be a different story.
I would make an offer base on the number of years you'd want him for an offer $7-8 million and see what the response is. If he likes the offer, you may hear back from him in a couple days saying a different team offered a bigger deal and now you know it's the bidding war scenario.
