From the main loading screen click Additional Modes - Import OOTP 21 game. It should automatically load the saved games folder from the previous version but you may have to navigate to your saved games folder. From there click the league you want and look for thre World.dat file. click that. Name your league and if you want the game to update or look for uniforms. i always say no to that.
Best time to convert is offseason but I have converted my EBL vs MLB league since OOTP 13 at various points.
