The rookie leagues play short season schedules, which means that they only play over 3 months or so out of the year.
So in the periods of time where they are not playing games, the rosters can and do vary greatly as to the amount of players kept on them. Closer to the season start though, the teams will fill out those rosters so there are enough players for the start of the season.
