Cash left for extensions is different than cash on hand.

money for extensions = Last Years Revenue + Cash - Next Years Payroll

so if you don't have money left for extensions it means that your revenue wasn't high enough to support your budget and you'll have to try to raise cash to make up for it (raise ticket prices? don't schedule promotions (they cost money and if you are selling out they aren't worth it) or start dealing salary).

money for free agents = Last Years revenue + cash - Current Payroll.
