I know it sounds like that, but it isn't the intent at all. The problem is there are two reason strong teams are in the lower levels. (1) A team invests early and heavily and is floating to the top, or (2) A team is relegating itself to lower levels to pick up points.
From the outside, there is no way to know why a team is 110-12. Are they still working their way up or have they dropped previously to a lower level so they could beat-up on the weaker teams.
The effect on those in the lower levels is the same - they get their butt's kicked.
Speaking for myself, I think teams of the first group should be moved to higher levels faster - maybe even 2 levels at a time if they're that good - and being relegated should be hard - not as easy as using your 3rd string players.
If teams found their way to their competitive level and STAYED there, competition up and down the pyramid would be better.
