Boozie, your right. I'm almost done with the Legends League.
99% of the players are imported into the database - only scrapping for a few extras here and there to balance out the rosters. As you know, roster development is very time consuming especially with regards to the financials - salaries, etc.

So far I have 36 All-Time teams (teams with best or near best seasonal winning percentage) with their "core" players for that year on their respective rosters. Now, I'm polishing up each roster with supplemental players as close to the year (plus/minus 10 yrs or so) and with balance in mind. I'm using Bill James Win/Shares as the balancing weight factor. However, without spending a ton more time fine tuning here and there, its a bit of a job to get the weighting factors distrubuted equally - not impossible, just time consuming. So, I'm fudging a little so as not to hold up progress on completing the whole league. For example, I've spent the better part of 2 days just working on the 1917 Chicago White Sox. It turns out, they have an awesome team - fielding, stealing, hitting, and pitching. I'm still going to see if I can "water" them down a little. This is where your talents might better come into play - by "fine funing" the Legends.

Remember, each team will have a 40-man roster complete with payrolls. Also, I've managed to get my hands on a bunch of really nice Stadiums and a decent set of logos for each team too.
I'll have to configue a few of the Stadiums to work with the league files but that's not hard, just time consuming.
