First thing I would do is invest in scouting, whether it's increasing the scouting budget or hiring a better scout. There's no reason the report accuracy on players in your system should be average in the middle of the season.
That said, based on ratings, I wouldn't call up the CF unless the current CF on the big league team is awful defensively. As for the pitcher, I'd call him up if he's a clear improvement from whoever he'd replace in the rotation.
But, the caveat is that both are performing well in Triple-A and their ratings can't really be trusted with their scouting reports just average. Their stats in Triple-A suggest both are ready.
