That's just because the ratings are generated by comparing players to their peers. That's really the only way to go about making things fair in a game that encompasses all of baseball history mixed together at once.
For example Joe Dimaggio only struck out 13 times in 1941, less than half of Teddy's total. Relative to his peers, Teddy's strikeout avoidance skill was great (top 10 in the league) but not elite. You need to be elite when compared to the best of the best of all time.
