I set up a league to mimic the one I asked the questions about: Two league levels, strict roster limits, Financials OFF.

It looks like teams will draft players in every round of the amateur draft and then hold onto to the draftees that "make the team" and make room for them by releasing other lower rated players on the roster. If a draftee doesn't make the team they are released.

So, in other words the AI does what I was hoping it would do. It keeps the best players and releases the others.
