Long Relief/Avoid High Leverage guys get a ton of innings for me, so I'm not sure what you are seeing there. If you check their leverage index in advanced stats, it'll be 0.50 or something, so it's working in that sense. I wouldn't set a pitcher to "None Specified".
However, I do agree that it's not perfect and doesn't behave like mop-up or junk innings. Sometimes these guys will be pitching when you don't want and cost you a win. Would be nice if there was a junk inning option that you wouldn't mind even position players pitching in. A 6-run lead wouldn't count, but a 10-run deficit might. Even though both of these would be considered low leverage.
