As far as I know, you should be able to create a new league in the off-season. Just keep in mind that you may need to also create enough players to make sure the league is filled out properly. If you only have players and minors for an existing set of leagues, and suddenly you create a new one, your new league's clubs may not be able to sign enough free agents from the other leagues to fill their rosters.
