Yes, if I was going to make a baseball world into the Fallout world, then I definitely had to build it up, not destroy everything like the game wants its players to do. I still don't understand some of the design decisions that (for the most part) there can be only one faction left standing. Why? Why does going against the Institute only result in blowing up the Institute? Surely some of the technology there could be used for good in the future.
Just like the factions, every single settlement needs to build up more and more. In this version of the Commonwealth, people in surrounding areas heard about the new "free and safe" Boston so have moved their en masse.
