You can always go and change trade frequency if needed, but I would probably wait before pulling the trigger on that - it has been my personal experience that fictional leagues with default trading on follows the MLB pretty good in activity, meaning that I usually don't see a lot of movement in the first few months of the season.
What I would do, is create a duplicate of your save file so you don't disrupt your ongoing league, then use the duplicate to sim past the trade deadline. You should see trades and offers pick up quite a bit come July.

I'm a full year in, and the preseason just started. I'll try to find the trading frequency incase I messed something up and turned it off, though.
