Someone else will have to tell you exactly what counts as a hometown player
One way is to go to League Transactions > Find a Player. There should be a check box to filter for "From ????? area". Check that. Hit search. And you should get back a list of players that would satisfy the criteria.
You can also in the, say, Free Agent screen, customize the view to include "city of birth". Then, in the filter you can select "city of birth: equal to: ?????".
