I don't think this is true.
I don't have a good example at the moment, just some observation

In a previous season in one of my saves I used these two pitchers as a piggy back tandem.

The way I use piggy back starters is that one starter starts and faces 18 hitters. That's usually 4 to 5 innings (maybe more if they keep batters off base, maybe less if they can't). Then the other comes in and faces the next 18 hitters. Usually another 4 to 5 innings. This often finishes the games. Yes, sometimes, they don't get their full 4 innings.


Here are the two pitchers I used
The first one (Ruiz) I more often used in relief. He had a 65 stamina.
The second (Gonzalez) started more. He had a 60 stamina.

I think, but it may be revisionist history, that I started out starting Ruiz as a starter, but when I noticed the problem with Gonzalez fatiguing faster, I switched Ruiz to relieving because he had the slightly better stamina.

You can see that Ruiz pitched a lot fewer innings than Gonzalez. Yes, there can be reasons for that: the starter going more than 5 innings, losing on the road and the game ending after the 8th, etc...but Ruiz struggled to get through his 18 hitters. Yes, he also walked and struck out more hitters, which would increase his pitch count

Still, when, I think, I had the order they pitched reversed, it was the same problem. The pitcher that pitched in relief tired out faster.
