On average you only get one diamond out of 30 packs. Getting "just one" in 40 or 50 packs is pretty much right at expectation.
Everyone knows that the equity returned in packs is heavily weighted from the few very high priced cards, and you need to open hundreds to thousands before a few of those trickle in unless you get quite lucky. PT21 is still better than PT20 for packs since there are more historicals still worth something, you would probably go infinite in the long run if you took the time to sell all historical golds+
