I've had the same thing with 3 different missions between yesterday (10/21) and today (10/22). I've been through multiple game restarts as well as tried unchecking every card that I can then rechecking them but it will not submit and gives me the message that I need XXX amount of cards to submit. For 2 of the missions, I was finally able to submit them when I had the mission requirement amount of cards NOT counting locked cards. It seems to be recognizing the locked cards when it is counting to show the status as Complete and bring up the submit button however it does not appear to be accepting them for actual mission turn in.
