I've been rolling along in my first spring training gradually increasing the max pitch count for starters (in strategy) in each turn through the rotation without issue.

Now with about 12 days until opening day (2 starts left per SP) both my team and every other team in every game is limiting the starter to 4 innings.

I play as GM and have the manager do subs.

Is this a usual occurrence in ST? I wanted some of my starters to go longer than this.
