is it me or when you offer a little less than you should, if he says no, you're forced to offer him more than he asked first?

like, say my top player ask for 10 000 000$ for 5 years,
i offer him 9 750 000$ for 5 years, he says no,
there is no chance in hell if i offer him 10 000 000$ for 5 years that he'll say yes....

is that my usual badluck or how its working?
